IKF Region 11 Meeting Minutes

 

IKF Region 11 Annual Meeting
November 8, 2008

Meeting called to order at 8 am by President Ed Diederich for 2008-9 series.  Meeting held at the Howard Johnson in Rocklin, California.  Visitor Mike Schorn from IKF and Oregon.

Board Members Present:
Ed Diederich, Darryl Lindsey, Renee Chavez

Clubs Present:
  Atwater, Dixon, Davis, Marina, Medford, Prairie City, Reno, Redding and Stockton.  Not present, Infineon and Kerman Kart Club.

Thanks to all for attending the meeting, including the Class Reps.  Norcal had a successful series, had approximately the same this year as last year.  Comparison to last year is pretty much the same even with the current economy. 

IKF Insurance and Misc. Presentation:

By Mike Shorn (President of Portland Karting Assn.) and Gary Richter (Region 11 Coordinator).  Single day cost to Club $3.08, two million pass is $3.99 and the 5 million is $5.79.   $4.50 for million dollar pass for motorcycles.  WKA one day pass is $5.85 versus IKF $5.79 one day pass.  Next Board phone meeting is December 19th and the price for the two-day event pass will be decided.   Section 800 of the rule book describes the regional points fund and the $4.50 sanctioning fee and $1.50 jackets the rest is matching funds.  $15.00 Norcal fee is for the traveling event staff. 

If tracks do not have an IKF insured event, IKF cannot handle a conflict resolution at these specific tracks.  Clubs would like access to a list for current IKF members for Clubs to be able to view on-line.  SFI, Safety Foundation Institute, may announce a new certification on neck collars.  May also be a Tech Director Certification.  Clubs can have someone certified as a tech director, this may be coming next year and the test may cost $25.  Rule 106.4 states the safety wire rule, per discussion of tech.   IKF magazine may be placed on-line for viewing, with two magazines per year.

President’s Address:

NCTA Expenses:

Traveling staff, Race Director & Tech Director, break even amount not reached at 2 races this year.  Gas price per gallon versus towing and attending the races was included in the Financials presented by the Treasurer.

Fuel for 09 is VP MS 98 Kart Fuel w/an exception.  IKF is keeping the Shifter Class on the 110 fuel for 2009.   Some other modifications are being made in the rules in the competition ages for certain classes and will be posted to the website. 

There was a Jr. driver, driving all year.  His parent was a member, but the child was not an IKF member.  In 09 we need to check everyone’s license @ registration.   Jr. Driver may not get points for 08 racing season. 

Modification to Last Year’s Notes:

NCK was voted a voting member and not included in the communications for 08.  Review of 07 minutes includes NCK be allowed to join Norcal.  Motion by Jessica Luther, opened for discussion and passed by unanimous vote per 2007 nnotes.  Information re: old style transponder repair will be provided by Mark Shorn.  

Motion by Ed Diederich to approve 07 NCTA minutes, second by Lovotti – passed by unanimous vote.

Treasurer’s Report:

Green tab in binders.  Ed will make presentation in Janet’s absence.  Need 134 entries to break even for NCTA to break even.  Radios were purchased along with some transponders.  Current cost is $225 to replace transponders.   

Questions posed from Redding and other clubs:  Bank charges – corrected deposits, page 3 totaling $6,800 need explanation. 

Motion for financial report, pending the answers.  AKC did not agree.  Report not accepted nor approved.

Race Director’s Report:

Not present.  By  Ed Diederich, racing series had a great pre-tech inspection for the IKF.  Race Directing at IKF is great and overall calls.  Tom Halbasch interested in tech directing for 2009 series.

Club Reports:

 Atwater: (hereafter AKC) Mike Genseal – decline in memberships.  40 karts average per race.  Made some improvements, economy is affecting the Club.

Davis: Phil Sanchez, 115 current members, average race is about 40.  Cross over race a nice success. Dixon: Rick Luther Vice President.  Put 900 tons of new asphalt.  Great members, lots of support and track improvements of about $50,000.00, low kart count.

Monterey Bay Karters: (hereafter MBK/GY) George Young.  Club had $2,419.00 in the bank at the beginning of the year, $8,893, at the end of the season, with a profit of $6,374.00.  Kart count continuously going up.  John Van Ghiem, George Young and Jay Col.

Medford: Brad Garfield, President.  Club is non-profit, have had a lot of help working on the track. Kart count is average 58, low 40, high 71.  Lights were donated.  Racers have to work IKF race.

Prairie City: (hereafter PC/GL)G ary Lovotti.  Pretty good year, down 10 memberships.  Average race cont is 100 racers.  Cross-over races extremely successful.  Track is fully cured and track was rented out to the Supermotos.   Prairie City has gotten together with 4 other tracks.  2008 were 12 races, 2 cross over races.   Also looking into a Gold Rush Schedule with other tracks.  May bring bigger competing fields for racers

Redding: Dan Pellizari, President.  Membership in 2008 consistent with 2007. Redding will host the 09 Shifter Nationals and 4 Cycle Nationals.  Club is trying to go paper-less.  2009

Reno: Dave Brandt for President Brian Rivera.  2009 Nationals will be in Reno currently has 76 active members, 12 events in 2008, new barriers, 477 tires removed.  Raffle prizes in classes.  Just signed a 5 year lease with the Reno/ Tahoe Airport , $60,000.00 for 5 the next years. 

Stockton: Chris Ranuio reports nothing new.  Kart counts down, economy hitting everyone.  55-70 average races.  Need an ambulance service, current service is going out of business.   Not much track improvements.  Hay bales are being removed and replaced with barriers. 

NCK: (Also IKF Norcal Governor) Roger Miller, Road Race Series.  Race at Thunder Hill had 150 racers, races Saturday.  Membership and attendance is up.  Doing family and friends racing at the end of the race, races are done by 4 or 4:30.  Have an option of a member and a friend can both race for $100.   Ran 4 IKF sanctioned races.  Have a thanksgiving race scheduled for Infineon.

Tech Director:

Bob Snow will continue do tech in 09.  Wants Clubs to get adults to help in 09 from the Clubs.  Bob would like the Clubs to help out with the negative statements that are made at the Club level with the inexperienced drivers.  Gary Richter gets a lot of calls from Jr. driver parents making statements that the winners are cheating. 

Proposals/Grant Requests

Need a motion for discussion and brought to the floor by Motion.  If there is no motion and a 2nd for discussion, proposal does not get discussed.

Proposal 000001:  To disband Norcal and turn over to a promoter.  Motion by PC to disband, 2nd AKC.  Open for discussion, long series.  NCTA is not making money.  Ric Shaw and the Pro-Kart Challenge as a promoter have been contacted, but no one is committed.  Economy has a lot to do with a promoter’s decision.  Promoter will more than likely charge more than the $15 fee that Norcal charges.  Maybe Clubs could have more input and assistance with the Norcal Board for the IKF races.  Clubs may have their own agendas and not working together with Norcal to promote series.  Chris Ranuio suggests that Norcal may be step back one year and see if a promoter would work, but not disband after all the hard work.   George Young – moves to dissolve NCTA and (2) have a promoter run the series in, 2nd by PC.   

Clubs in favor of dividing proposal, passed, AKC, Dixon, Davis, Marina, Monterey Bay Karters and Stockton yes Redding against.   

Part 1 = Motion to discuss to disband NCTA, 2nd by Stockton.  Marina wanted the motion read again – All those in favor of disbanding NCTA, voting: all opposed, proposal fails, NCTA will remain in tact.

Part 2 = Utilize a promoter to run Region 11 races.  Motion by AKC and 2nd PC.  Discussion.  May be there were too many races for 08, final 3 races could make a Tri-County series or Fall Classic.  Downside of a promoter may give a track $1,200 at the conclusion of the race.  Redding suggests that costs may go up if a promoter takes over.

Proposal/Question – Do Clubs want a promoter to promote Region 11 series in 09 and beyond – PC yes, all against using a promoter = Stockton, Redding,  Monterey Bay Karters, Medford, Reno.  Abstaining was Atwater, Dixon and Davis. Motion is defeated, NCTA will continue.

Proposal 000002: By Jessica Luther – radios for tech director, scoring, scales, corner workers, flagman, grid and ambulance and “go to” person for the track.

Motion by Redding, 2nd by George Young, proposal open for discussion.  Corner workers should only have one radio, not be required to have two radios on a different channel to talk track members. 

Motion to vote by Redding, 2nd from Medford – Vote:  9 yes, passed unanimously. 

Proposal 000003: IKF races to clubs with IKF insurance, popularity. Lack of motion, proposal defeated.

Proposal 000004: Clubs run 1 time every 6 weeks instead of once a month. Per By Laws, NCTA cannot dictate to Clubs when to run races, motion proposal defeated.

Proposal 000005/00006 & 000015: Motion by Dixon, 2nd by Reno to join these three proposals and discuss. 

George – to amend, 6 race series, 2nd GL with tracks to be determined by the Board, opened for discussion.  Motion by Dixon and AKC to discuss.  Darren Stall – place all tracks in a hat and draw the first 5/6 track to decide.  Dixon – Stockton was to have the first pick in 08.  AKC – the rotation changes every year.  Bob Snow – the tracks that do not get an IKF race should be included in a 3 race series at the end of the year. 

PC motion and 2nd  by Dixon to shorten to 6 races for 2009 series ad keep date selection process in place. 

Vote is: Stockton, MBK, Redding, PC Davis, Dixon AKC, and Reno.

Medford abstained. 

Proposal 000007: If your exhaust fails or breaks unintentionally it should not be a Tech DQ and cannot be thrown away, last place points should be allotted. Motion to discuss by Medford, 2nd by Reno.

Discussion:  Mechanical DQ is the last lap the racer is on, if a mechanical black flag is given a checkered flag, the Mechanical DQ would still get the correct flag.  A Tech DQ penalty is moved to last place points, including the DNFs of the class.  A Mechanical DQ gets last placed points. 

Rule book – 211.8 = karts finishing first, then DNFs and then any DQ black flags.   Will this only apply to the exhaust?

Norcal supplemental rules do not a throw away for a Technical DQ. 

Call for proposal to be read again – George Young, 2nd from Reno  -- to allow a driver to drop a mechanical DQ.

Vote:  MBK, Medford, Redding, PC, Davis, Dixon, AKC, Reno, Stockton abstained.

Lunch break from 12:10 to 1:07, meeting called back to order by President, Ed Diederich.  Moving proposal 15 to be heard before 8:

Proposal 0000015:Turned in by Matt Dixon, Kid Karts do rolling starts. 

No motion for discussion, proposal defeated.

Proposal 000011:George Young, pursuant to John Van Nghiem, is withdrawn.

Proposal 000012:To allow Tag Motors to run in 09 season.   

Dixon makes motion to discuss, 2nd by AKC to discuss.  Bob Snow was requested to elaborate.  Norcal motors are a little more powerful.  Move to amend the riisak by Jessica, 2nd by George ton include the Tag Masters class for 09.

Motion by George Young (MBK), 2nd by Dixon to allow the Norcal tag motors to run in 09 un the Norcal IKF Masters class, retaining 10 pound penalty.

Vote:  Unanimous vote by all Clubs.

Proposal 000013: Read by George Young, proposal IKF Tag and IKG Tag Masters classes include the IKF approved engines per the IKF Rule book.  Motion to discuss by PC, 2nd by George Young.  Motion to amend by George Young to include the 10 lbs penalty in the Masters Class, 2nd by Medford.  Motion to vote by George Young. 

Vote:  Redding, MBK, PC, Medford, Davis, Dixon, AKC, Reno.

 Stockton abstained.

Proposal 00008/9/10 & portion of page 18 : Want to keep using the “3-29 mm tubes” for 80 shifter classes.  Motion to join these proposals by PC, 2nd by Dixon.  Motion to discuss by AKC, 2nd by Dixon.  Motion by PC, 2nd by Dixon to vote on proposal.

Vote:  Stockton, Redding, MBK, Medford, PC, Davis, Dixon, AKC, Reno

Proposal 000014 & bottom of 18: Tire change to the National Shifter Class, 80 cc Shifter Class.  Delete YJL tire switch to YHC spec tire.

Proposal defeated, lack of motion to discuss.

Change name of Formula 80/85 Senior and Formula 80/85 Masters, with tire change from YJL to YHC

Motion by Reno, 2nd by AKC to open proposal for discussion.  YJLs do not last as long as YHC tire.  We have a 2 year contract with Bridgestone to run their tire.  Redding to make an amendment – if it does pass, may need to go back to change the National Classes. 

Motion to vote by AKC, 2nd by PC making 80 shifter class from Limited to Sr, and run 80 Masters class run 

Stockton, MBK, Medford, Dixon, Davis, AKC & Reno

Redding opposed.

PC abstained.

Proposal 000016: Lack of discussion, proposal defeated.

Proposal 000017: Motion by Dixon, 2nd by Stockton, to continue use of 110 octane fuel as a local option class to discuss Proposal 17.  Drivers do not want to return to 98 octane fuel.  ERC fuel requested instead of VP.  PC proposes amendment to allow Norcal to run 110 leaded racing fuel in all classes in 09. 

Motion to vote by Medford, 2nd by PC.

Vote:  No proposal to the amendment, original proposal stands, In favor of using 110 leaded fuel in 09, None!  App

Redding, Stockton, MBK, PC, Medford, Davis, Dixon & AKC.     

Original proposal is Shifter Classes to run 110 leaded fuel in 09, motion to vote by Redding, 2nd Reno.  Motion to amend by Ed to include Comer 80s in Jr. 2 Cycle to use 110 leaded racing fuel in 09, 2nd by Davis. 

Motion to vote that Comer and Shifters to be on 110 leaded fuel.  Lack of motion, motion dies. 

So, back to original proposal, 80 shifter classes only to use in the 09 series the 110 leaded racing fuel.  No further discussion,.

Move to vote by Redding, 2nd by Medford.

Vote:  Stockton, Redding, Medford, PC, Davis, Dixon, AKC and Reno.  MBK abstained.

 Proposal 000019: Due to lack of motion, proposal dies.

Grant Requests:

Redding – Read by Ed Diederich dated 9/26/08 requesting $10,000.00 for upcoming Nationals.
Motion to discuss by Redding, 2nd by Stockton.  Grants were capped at $5,000 per Club.  Dixon received a grant and purchased radios for the Club.  AKC expresses opinion that Financial Report has not yet been approved and grants should not be entertained.  PC suggests post-poning the vote for the Grants at this time. 
Motion to postpone both Grants by MBK for vote to be determined at a later date, 2nd by PC.   Motion to vote by PC, 2nd by Dixon.

Nominations for President, Tom Halbasch by Darryl Lindsey, 2nd by Medford, withdrawn by Darryl Lindsey.  Dave Brant nominated, but declined.  Bill McAllister for President, declined.  Chris Ranuio nominated Ed, declined.  Dixon nominated Gary Lovotti, 2nd from AKC, declined because of the bylaws.  Gary Richter nominated by Bob Snow, Gary Richter declined.  Dixon nominates Bob Snow, 2nd by Stockton. 

Ed reopened nominations for President, George Young by Roger Miller, George Young but declined. 

Ballots distributed and voting held.  After review of the ballots, positions are as follows:

          Secretary – Renee Chavez

          Treasurer – Janet Scribner

          President – Bob Snow  

          Vice President – Chris Ranuio

Round of applause to Ed Diederich.  Bob Snow addressed the membership.

Race Date Selection:

Dixon, Davis and MBK declining to have a race in 2009.   Matter to be placed on New Business for Clubs without a penalty for the selection process in 09.  Current tracks are AKC, Medford, Redding, Reno & Stockton. 

Selection order for 2008 series were: (1) Redding, (2) Medford, (3) Stockton, (4) Reno, (5) Dixon, (6) AKC, (7) Davis and (8) MBK.

Selection Order for 2009 series were:

(1)  Medford - May 23-25, 2009

(2)  Stockton - April 18-19, 2009 Saturday Night, Sunday.  

(3)  Reno - July 4-5, 2009

(4)  AKC - March 28-29, 2009

(5)  Redding - March 7-8, 2009

Motion limit series to 5 race series by Bob Snow, 2nd by George Young. 

Motion to vote by Dixon, 2nd by PC.

Race Director:

Tom Halbasch by Ed Diederich.  Dixon would like to leave position open and solicit any new nominees.  To be determined at the same time of the Treasurer’s Report, 2nd by AKC.  Vote:  Stockton, Redding, Marina, Dixon, Davis, PC & AKC.  Opposed by Reno, abstained by Medford. 

Tech Director:

Bob Snow nominated by Ed Diederich.  Motion to postpone to a later date as same as Treasurer’s Report by Dixon, 2nd George Young.  Vote:  Unanimous

New Business:

Non-profit organizations can seek the help of Grant Writers when requesting money.  Darren will contact grant writers for Norcal Clubs to seek money from Grant.  Motion by GY, 2nd by Medford to form a committee to write grants requesting money.

Vote:  Unanimous

Dixon suggests that Norcal and Clubs meet more often and have more communication with Clubs and Norcal Board.  Maybe in February and September prior to the meeting.  Only Board Members to be present at these meetings.  Motion by Dixon, 2nd by George Young to have quarterly meetings for Norcal Board w/club reps.  Voted:  Unanimous.  

Davis suggests that all Clubs be contacted prior to any meetings being held by the Norcal Board. 

Clubs will email items of concern to secretary prior to the quarterly meetings to be distributed prior to the quarterly meetings. 

Flagman:

Should this continue to be a paid position. Motion by Lovotti, 2nd by AKC to decide on a flagman at the same time of the Race Director and Tech Director.  Also to the website soliciting flag man.  Voting:Stockton, Redding, PC, Medford, Davis, Reno and Dixon.

Redding makes motion to not have a drop, 2nd by AKV

5 race series, no drops

Voting:  Unanimous

Motion by AKC for Norcal to have a website for communication with club information, simple, no forum, 2nd by MBK.  Motion amended by AKC to have a webmaster and check fees, 2nd by MBK. Norcal owns Region-11.ikf.com

Motion to vote by AKC, 2nd by George Young.

Voted:  Unanimous

Vice President:

Wants a list of banned racers and bad check writers distributed to the Clubs and distributed. 

Proposal by Dixon, since they opted out for the 09 series, Dixon, Davis and MBK stay in line for selection process and not lose their voting right.   Selection order for 2010 race series will be: (1) Stockton, (2) Reno, (3) Dixon, (4) AKC, (5) Davis, (6) Salinas, (7) PC, (8) Redding, and (9) Medford. 

Burris Oil

Proposal by Ed to allow racers to select from 3 or more oils to decide, 2nd by George Young and open for discussion, modified by Reno to get  FK100 oil, there was no problems with it, possibly go back to Blenzall.   If ERC is involved, they will have the oil or Bob Snow will have it at all races.

Vote for FK100 oil to be used in 09, Reno, AKC, Medford, MBK, Redding, Stockton.         

Opposed none, PC abstained.

Gazelle Class by Noah Hermansen.  Want the oil changed.  Will there be a Gazelle class next year?

MISC:

Needs to be included in the next meeting’s agenda that all Clubs be allowed to decline having an IKF race but still be able to vote and be included in the selection process.

Member --- present at the meeting and has offered to do the IKF website and maintain it for a minimal fee of the month.

Janet needs to finalize and explain the corrected deposits.

Clubs want to be email IKF insurance ruling re: wristband costs

Need a paint brush for Redding.

Adjust registration form re: age requirement for wristbands.

Email all clubs re: new board member contacts

Email Lovotti – previous award winners
